In 2015, the Victorian Equal Opportunity and Human Rights Commission (VEOHRC) published the Independent Review into sex discrimination and sexual harassment in Victoria Police Report (the Review). The Review was commissioned in 2014 in response to concerns about workplace culture, behavior's and related workplace harm. The Review found a culture of entrenched sexism and workforce that tolerated sexual harassment and predatory behavior. The review findings were accepted by several Australian law enforcement agencies noting similar cultural drivers and impact. The Victoria Police 10-year strategy Equal Safe and Strong (ESS) was launched in 2020. ESS is outcome focused and underpinned by a program logic that provides a roadmap for Victoria Police to achieve gender equality by 2030.
