Native to Vinnytsia, Mr. Biloshytskiy received MAs in Law and Philology. In 2008, he established a law firm representing clients in criminal cases. At the wake of Ukrainian police reform in 2015, he joined legal experts training new Patrol Police officers. Soon after, he was appointed first as Head of the Monitoring and Analysis Unit, then to Deputy Chief of the emergent Patrol Police. He played a crucial role maintaining discipline and supporting over 15,000 Patrol Police officers hired by the end of 2016. He developed an effective system deterring corruption in the force. Appointed First Deputy Chief in 2016, he oversees analysis, monitoring, legal, international cooperation, and coordination with regional units. He actively pursues best policing practices and innovative technologies. He authored bills enhancing Patrol Police operations and champions equity/inclusion through recruitment standards, training, and a zero-tolerance discrimination policy. On February 24, 2022, when Russia launched a full-scale invasion, he was a commanding officer in charge of Patrol Police defense coordinating evacuations and equipment supply chains to combat units.
