Tara Garvey is a Deputy Director within the Philadelphia Police Department Intelligence Bureau, supporting the Chief Inspector in the development of policies, procedures, and operations. She also serves as the Deputy Director of the Delaware Valley Intelligence Center, where she manages operations to include the development of analytic products, and collaborations with other agencies. She has been with the PPD since January 2013. Dr. Garvey is a graduate of Rutgers University and The George Washington University, where she received a Ph.D. in Genetics through a joint program with the NIH. She completed a NIH Post-Doctoral Fellowship at the NIAID and then worked as a biotechnology patent examiner at the USPTO. Dr. Garvey joined the CIA where she initially worked in the Directorate of Science and Technology, as a technical intelligence officer, supporting various operations, intelligence analyses, and research and development projects to include an assignment working with In-Q-Tel. She had the opportunity to further expand her operational expertise by working as a special skills officer in the Counterproliferation Center of the National Clandestine Service.
