Deputy Chief David Kowalski is a 27-year veteran of the Los Angeles Police Department and currently serves as the Commanding Officer of its Counter Terrorism and Special Operations Bureau, which oversees the LAPD’s specialized commands; Air Support Division, Emergency Services Division, Metropolitan Division, Security Services Division, and Major Crimes Division. He has worked in both patrol operations and specialized assignments in various ranks throughout his career and was twice selected as Supervisor of the Year. For the past four years, he has worked closely with Federal partners through the Joint Terrorism Task Force on terrorism related cases impacting Los Angeles.
He is a graduate from the FBI’s Leadership in Counter-Terrorism (LinCT) in 2023, the Senior Management Institute of Policing at Boston University, the Harvard Kennedy School of Government’s Leadership in Crisis course, and the Anti-Defamation League’s Advanced Training School on Extremism. He holds a Bachelor of Science Degree in Criminal Justice Administration from San Diego State University and a Master’s Degree in Public Administration from California State University Fullerton.
