Bruce-Alan Barnard is a retired FLETC Senior Legal Instructor who has trained over 30,000 local, state, and federal law enforcement officers over the last two decades. As a Senior Legal Instructor in the Legal Division at the Federal Law Enforcement Training Center (FLETC), Bruce was the FLETC subject matter expert in Search and Seizure Law and Electronic Surveillance Law. Prior to assuming instructor duties at FLETC, Bruce was a federal prosecutor and served as a JAG in the US Air Force. Prior to serving in the Air Force, Bruce served in the US Navy for nearly a decade on various Fast-Attack submarines conducting covert electronic surveillance.
Bruce is currently a member and founding director of the Institute for Constitutional Policing and is a principle in LEO LAW. Bruce has a Bachelor of Science in Adult Education from Southern Illinois University, and Master of Business Administration from Auburn University, a Master of Laws from the University of Alabama, and a Juris Doctor from the University of Florida. Bruce has also been an Adjunct Professor for the University of Maryland for over 20 years, teaching legal courses to undergraduate and graduate students.
