Philip Simmers is the State CODIS Administrator at the Louisiana State Police Crime Laboratory, where he also manages the DNA Databasing Section and CODIS Operations. He has over fourteen years of experience in Forensic DNA Analysis including ten years as a caseworking DNA analyst. In 2019, Philip led the Louisiana contingent of the FBI’s Rapid DNA Pilot Implementation Committee, which helped the FBI to establish national policies and procedures for the usage of Rapid DNA in the booking environment. In 2022, the Louisiana State Police Crime Laboratory became the first agency in the United States to receive the FBI’s approval to operate a Booking Rapid DNA Program. The program, which began collections in August 2022, has enrolled nearly one thousand qualifying arrestee Rapid DNA profiles into CODIS from two local booking agencies, and has procured ten CODIS hits to unsolved DNA profiles obtained in forensic DNA casework.
Philip is a member of the American Society of Crime Laboratory Directors and the Louisiana Association of Forensic Scientists, and currently serves as an invited guest on the Rapid DNA Committee of the Scientific Working Group on DNA Analysis Methods.
