Vaughn Charlton is the Director General of Culture and Innovation at the Royal Canadian Mounted Police (RCMP), responsible for overseeing the RCMP’s holistic approach culture change and promoting inclusive approaches to innovation.
Prior to joining the RCMP in 2017, Ms. Charlton spent a number of years at Women and Gender Equality Canada, leading policy development on a range of files including those related preventing and addressing sexual exploitation and violence against women and girls.
Ms Charlton has over 20 years of experience in the gender equality field, including as a leading Government of Canada expert on Gender-based Analysis Plus (GBA Plus), with a specialization in working with partners the security, intelligence and defence sector. As both a policy advisor and facilitator she has worked to build GBA Plus capacity in agencies across the government of Canada and internationally, including in collaboration with the Organization of American States GENLEA program.
Ms. Charlton holds a Master of Arts degree in Public Policy and Public Administration from Concordia University in Montreal.
