Kara Rose is a Senior Police Advisor with the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs, providing technical law enforcement expertise, policy analysis, and program guidance to over 90 countries. Kara has over 30 years of law enforcement experience, retiring as a staff officer from a large U.S. municipal police agency. Her experience includes training conceptualization, development, and gap analysis for all law enforcement disciplines; accreditation; police oversight and accountability, program management, special operations, organizational development, human resources, promottional testing and assessment centers, and executive level command leadership. Kara is a member of the IACP, FBI National Academy Alumni Association, and the National Tactical Officers Association. She holds an undergraduate degree in Criminal Justice, a Master of Public Administration, and a certificate of graduate studies in leadership. Kara is a graduate of the 259th Session of the F.B.I National Academy and the 84th session of the Police Executive Forum’s Senior Management Institute for Police (SMIP).
