Andrew Cullen is a 15-year veteran of the Los Angles Police Department (LAPD) currently assigned to Training Bureau
where he serves as the Officer-In-Charge of Hiring and Evaluation Section which oversees all hiring of new police officers
for the department. The Los Angeles Police Department has over 9200 sworn employees and aims to hire 60 employees
every four weeks. In addition to hiring, Lt. Cullen oversaw the creation of the department’s Virtual Reality Training Unit (VRTU).
The VRTU is s a large-scale motion tracking training system which went live for training in September 2022. Lt. Cullen created multiple training environments, created exercises, including mental illness exposure training. Lt. Cullen is developing two additional virtual training courses, a UOF case law update to recreate prior major case decisions like Graham vs Connor, and other noteworthy cases involving Use of Force. Finally, he is creating an incident command post exercise in virtual reality for command staff managing large crowd events, from 1st amendment activities to civil unrest and riotous situations.
