HSI’s Human Rights Violators and War Crimes Unit leads the DHS’s efforts to identify, prosecute, and remove human rights violators and war criminals from the United States. The presentation will focus on the unit’s history of investigative work related to some of the most significant atrocities of our time, including the civil war in the former Yugoslavia, the Rwandan genocide, armed conflicts in West Africa and Latin America, and the Russian invasion of Ukraine. The presentation will explore cooperation with foreign law enforcement counterparts, NGOs, and international tribunals. The presentation will conclude with a vision for the future of the unit, to include the efforts to codify the Human Rights Violators and War Crimes Center. Presenters will also explore legal/regulatory challenges in the pursuit of justice.
