This workshop is open to active law enforcement officers only. The Vancouver Police Department (VPD) identified emerging trends associated with gang-related homicides and developed advanced investigative techniques to target and disrupt murder conspiracies before they can occur. “Conflict cars,” which are stolen vehicles with specific characteristics that are used in the commission of homicides, were identified as one of the few early indicators of a pending gang-related homicide. The VPD developed a formal conflict car protocol to establish guidelines that allow police to proactively target these vehicles and the people involved in active murder conspiracies. The VPD has also operationally targeted private firearms manufacturing operations and advocated for amendments to Canada’s firearms laws to address the problems that ghost guns present to investigators.
