Kathleen began her career as patrol officer with the Boston Police and rose through the ranks as a detective, decoy officer, supervisor, and manager. She served as Chief of the Metro Police, Lieutenant Colonel overseeing Special Operations in the Massachusetts State Police, Massachusetts Secretary of Public Safety, Boston Police Commissioner and Seattle Chief of Police. She also served as Chief Inspector of An Garda Síochána, the Irish national police service. She was a member of the Independent Commission on Policing in Northern Ireland and chaired the Commission on the Future of Policing in the Republic of Ireland. She was Monitor of a consent decree in East Haven, CT and is currently Compliance Evaluator in Springfield, MA. She is partner at 21CP Solutions and consults on several other police reform initiatives. Kathleen served on the IACP Board and is a member of the Committee on Terrorism. She also serves on several other non-profit and private boards.
Kathleen earned a BA from Boston College, a JD from New England School of Law, and a PhD at Trinity College Dublin. She attended executive programs at Harvard, MIT, and the FBI National Executive Institute.
