Andrew Carpenter is a Senior Lecturer in Policing with a focus on international activities at Canterbury Christ Church University, UK.
From 2006 to 2022, he was the Chief of Strategic Planning, Policy and Development of the UN Police Division in New York, where he developed and delivered the Strategic Guidance Framework for International Policing (SGF), the UNPOL Women Command Cadre and led planning for the establishment/transition of UNPOL components in 25 countries.

From 2000 until his expulsion by the Belarusian authorities on 3 June 2002, he served as the Counsellor - Legal and Political Affairs of the OSCE Advisory and Monitoring Group in Minsk.
