William P. Balling is a senior research associate with the Institute for Intergovernmental Research (IIR) Law Enforcement Safety and Wellness (LESW) group. In this capacity, he assists with the delivery of the training, technical assistance, and resources associated with the VALOR Officer Safety and Wellness Program, the National Suicide Awareness for Law Enforcement Officers Program, the VALOR Safer Together Initiative, and the National Law Enforcement Roadway Safety Program in the field.
Mr. Balling is a highly motivated and performance-driven leader with 30 years of experience in law enforcement. He was promoted to chief of police in 2013 and retired in 2023. Mr. Balling is experienced in conducting advanced research, identification, analysis, resolution, and briefing on results. He is goal- and team-oriented, with proven leadership skills and experience directing and managing in-depth projects.
Mr. Balling has a passion for officer health and wellness, and safety. His department won the Destination Zero Award for overall officer safety and wellness programs in 2018.
