Sergeant Armand Lemoyne has been a sworn member of the Los Angeles Police Department since 1996. He has served as a patrol officer, traffic officer, field training officer, patrol supervisor, and Department instructor for body worn and digital in-car video. As an instructor, Armand has trained thousands of Department employees (both sworn and civilian from rank-and-file to command staff) in body worn video deployment and investigations. He has designed and delivered presentations to visiting outside agencies and organizations from throughout the United States and abroad. Over the last sixteen years he has provided over 1000 hours of classroom instruction to Department personnel. Sergeant Lemoyne is currently the Officer In Charge of the Body Worn Video, Digital In-Car Video and Automated License Plate Recognition programs (managing 7000 body cameras and 1500 police vehicles) and testifies as a subject matter expert in civil, criminal and Federal court proceedings. He holds a Bachelor of Science in Mechanical Engineering from the University of California at Berkeley and a Master of Arts in Humanities from California State University Northridge.
