SA Horner is an active FBI Crisis Negotiator with more than 16 years of experience handling hostage-barricade negotiations, international kidnapping negotiations, and suicide negotiations for both the FBI and the San Diego Police Department. He successfully completed both the FBI and the United Kingdom’s National Negotiation Courses. SA Horner has taught crisis negotiation to Law Enforcement agencies from Albania, Peru, and Romania, and to local, state, and Federal Agencies, including the US Marshals Fugitive Task Force. He presented on kidnapping negotiations at the California Association of Hostage Negotiators (CAHN) Annual Conference and on hostage barricade negotiations at the Midwest Crisis Negotiators Annual Conference. Since 2012, SA Horner has taught a bi-annual POST-certified FBI 40-hr Negotiations Course to prospective local, state, and Federal negotiators. SA Horner currently serves as the FBI Crisis Negotiations Coordinator in the southern District of California.
