Amalya Hovsepyan
National Police Reform Advisor

Ms. Amalya Hovsepyan serves as the National Police Reform Advisor to the Department of Justice
International Criminal Investigative Training Assistance Program in Armenia from January 2022 with a
focus on establishment of a national Patrol Police Service. Previously, she was Coordinating Advisor for
the Armenian Minister of Justice for three years where she was instrumental in driving reforms in the
national police, developing legislation and action leading to the creation of the Patrol Police. Ms
Hovsepyan also coordinated reforms in the justice sector- judiciary and anti-corruption, laying down also
institutional frameworks for these sectors. Ms. Hovsepyan previously served for 16 years with the
Government of the Republic of Armenia coordinating European Union assistance to Armenia, including
Justice Sector Reforms.
